Shannon Sullivan

Shannon Sullivan has been with the Baltimore Police Department since 2012, and is the Chief of the Compliance Division, overseeing the Policy and Research Unit; the Performance Standards Section, which includes the Use of Force Assessment Unit, the Body-Worn Camera Unit, and Audits and Inspections; the Health and Wellness Unit; and the Equity Office.  Previously she was the Director of the Consent Decree Implementation Unit, a position she held for almost five years.  Under her leadership, the Department continues to make significant progress in implementing the changes required by the nation’s largest and most complex law enforcement consent decree – focusing on changes to policy, improvements to training, and the creation of systems of accountability.
