Rachel Warner

Rachel Warner is a Program Coordinator at JSI in Boston, Massachusetts. Warner provides technical assistance, research, and evaluation expertise to federal and state-wide projects within JSI’s domestic substance use and mental health portfolios. She supports the Treating Addiction in Jails and Prisons ECHO program which uses case-based learning to build workforce capacity among addiction treatment, mental health, and infectious disease providers in carceral settings. Rachel also administers and analyzes the New Hampshire Middle School Youth Risk Behavior Survey and Teen Assessment Project, helping schools to identify substance use trends, student risk factors, and community protective factors. Warner is passionate about increasing access to addiction treatment services, expanding opportunities within the behavioral health workforce, and reducing community stigma.
