Julia Rubin is an epidemiologist with the Sonoma County Department of Health Services in Santa Rosa, California, where she leads climate health and One Health initiatives focused on strengthening community resilience to climate-driven health threats. Her work integrates emergency department data, hospital admissions, weather patterns, and environmental monitoring to develop climate-health indicators that inform local response to wildfire smoke, extreme heat, respiratory hazards, and zoonotic disease risks. Julia works closely with county departments, healthcare systems, community organizations, and state partners to build cross-sector approaches to environmental health preparedness and equitable public health response. Her current work is focused on developing Sonoma County’s Climate Health Response Framework, with an emphasis on protecting communities disproportionately impacted by climate change and supporting adaptable models for other local health jurisdictions across California.
The Sonoma County Department of Health Services Public Health Division promotes optimal health and quality of life for the nearly 500,000 residents of Sonoma County, a geographically diverse region in Northern California spanning urban centers, rural agricultural communities, and coastal areas. The division delivers programs and services including communicable disease surveillance and control, environmental health, emergency preparedness, maternal and child health, chronic disease prevention, tobacco prevention, and vital statistics. The department operates a regional public health laboratory serving four Northern California counties, coordinates with healthcare systems and community-based organizations to advance health equity, and responds to emerging threats including infectious disease outbreaks, climate-related disasters, and zoonotic risks. Its work is guided by a commitment to evidence-based practice, cross-sector collaboration, and equitable access to care for all county residents.
