Estelle Raboni is the Director of the Sexual and Reproductive Health and Equity Unit at the New York City Department of Health and Mental Hygiene. Her interests include addressing inequities in adolescent sexual health outcomes, abortion access and addressing the unequal access to fertility support for low income Black and Brown families. As the Project Director of New York City Teens Connection, Estelle works with nearly 400 partners to implement evidence-based sexual health education and link thousands of youth to high-quality and teen-friendly clinics. This work contributed to a nearly 80% decrease in teen pregnancy rates in New York City since 2000. When Roe v. Wade was overturned in 2022, Estelle and her team launched the country’s first municipally-run abortion referral service – connecting thousands of callers in New York City and across the country to abortion providers. 

The New York City Department of Health and Mental Hygiene (NYC DOHMH) is one of the largest public health agencies in the world. NYC DOHMH is also the nation's oldest municipal public health agency, with over 220 years of leadership in the field.
The NYC DOHMH protects and promotes the health of more than 8 million New Yorkers by providing essential health services, promoting public health initiatives, preventing the spread of disease, and many other unseen efforts that keeps our city safe and healthy.
We are also committed to addressing health inequities across communities, working to ensure equitable access to services and extending life expectancy for all New Yorkers. We ensure that every New Yorker, regardless of immigration status, ability to pay, or ability to speak English, has access to the health information and care they need to live and thrive.
