Emily Mosbaugh

Emily Mosbaugh is a Redevelopment Strategy Planner for the City of Baltimore’s Department of Housing and Community Development. As a planner, she collaborates with local community groups, development organizations and other city agencies to plan for equitable development around Baltimore city; minimizing vacancy and allowing for the creation of healthy and accessible communities. Her background is in architecture, healthcare design, planning, and data visualization which she applies to research projects as well as urban design proposals.   She has collaborated with TREND 2.0 and the UNC Rollins school of Public Health since 2023 in mapping mental health resources in Transylvania County, NC. Her current research includes how planning decisions, municipal subsidy, and city-sponsored development can positively impact community health, maintain robust communities, and effectively reduce vacancy.

The Department of Housing and Community Development is here to improve the lives of Baltimore City residents. The department’s goal is to build a Baltimore where everyone lives in safe and decent housing in thriving, inclusive and equitable neighborhoods. With just over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and home buyers. Through the administration of CDBG, HOME, City bond funds, and other creative financing mechanisms, the Department finances, and guides strategic development projects to meet housing and neighborhood needs. To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's housing and building codes. The Department also provides a host of valuable community services and administers a host of programs for residents.
