Elizabeth Brewington is the Manager of Health Programs for the Opioid Settlement Technical Assistance Team at the North Carolina Association of County Commissioners. In North Carolina, eighty-five percent of opioid settlement funds are going directly to the one hundred counties and seventeen of the largest municipalities; Opioid Settlement Technical Assistance Team supports these local governments and provides them with guidance in planning, implementing, and reporting on strategies that local governments want to invest in using settlement funds. Her role is focused on providing technical assistance such as answering local governments’ questions around the opioid settlement funds and providing knowledge about evidence-based programs related substance and best practices in preventing overdose. Elizabeth is passionate about meeting people where they are.
The North Carolina Association of County Commissioners (NCACC) provides technical assistance (TA) to local governments to ensure spending of opioid settlement funds prioritizes saving lives, addresses the short and long-term impacts of the epidemic, maintains transparency and accountability. NCACC provides TA on planning for, implementing, evaluating, and reporting on settlement fund investments; and, nurtures a network of local opioid settlement coordinators. We also developed resources and toolkits on how to undertake collaborative strategic planning and RFA processes, organized a series of webinars highlighting high-impact opioid abatement strategies, and host a biannual, statewide Summit on Reducing Overdose. While initially centered around the opioid settlements, this work builds a foundation that strengthens systems of care that serve to improve the health of all North Carolinians.
