Lisa is the Chief of Youth and Community Partnerships for the Baltimore Police Department, where she leads youth engagement, community policing strategies, victim services and outreach to marginalized populations. She collaborates with City and State partners to address youth behavior and develop intervention strategies that offer support, services and opportunities to both young people and community members. Lisa also advises on violence prevention strategies that balance legal accountability with trauma-informed, protective approaches aimed at improving the quality of life for residents. Prior to joining BPD, Lisa served for 22 years with the Maryland Department of Juvenile Services, where she held several executive roles, most recently serving as Executive Director of Intake and Pre-Adjudication Services.

Under the leadership of Police Commissioner Richard Worley, the department has prioritized community policing strategies that strengthen relationships with our neighborhoods, continued historic reductions in violent crime, focused on innovative recruitment and retention initiatives, advanced progress under the consent decree, and worked to boost the morale of BPD members.
