Ciana Creighton

Bloomberg Fellow

Ciana Creighton is the Assistant Vice President for Government Affairs for the District of Columbia at MedStar Health. MedStar Health is the largest health care provider in Maryland and the Washington, D.C., region, with more than 300 care locations, including 10 hospitals, 34 urgent care clinics, ambulatory care centers, and primary and specialty care providers. MedStar also leads the MedStar Health Research Institute and partners with community providers.

In her role, Ciana leads efforts to advance MedStar Health’s mission to serve patients, those who care for them, and the communities in which they live. She advocates for and elevates MedStar’s D.C. entities before local legislative bodies, federal agencies, and regulatory authorities, while advancing the health system’s policy priorities across the District.

Prior to joining MedStar Health in December 2025, Ciana served as Chief of Staff to the Deputy Mayor for Health and Human Services in the District of Columbia Government. She was the youngest person to serve as Interim Deputy Mayor for Health and Human Services and held a variety of leadership roles in Mayor Muriel Bowser’s administration. In these roles, Ciana played a key role in managing the policy and programmatic operations of the Deputy Mayor’s Office while serving as the lead liaison to the District’s seven health and human services agencies and the Executive Office of the Mayor.

A Bloomberg alumna, Ciana holds a Master of Public Policy and has training in health disparities and inequalities, epidemiology, and community-based public health. She brings a public health perspective to health policy, with expertise spanning strategic planning, policy development and implementation, and community-based approaches to improving population health.
