Chelsey Rice-Davis is a Health Policy Advisor in the U.S. Senate, working for Senator Chris Murphy. She informs the Senator’s health policy work on the Health, Education, Labor and Pensions (HELP) Committee and Appropriations Committee, reviews federal legislation, crafts bipartisan bills and letters, and leads a strategy to improve access to health care across the country. Prior to her time in the Senate, Chelsey worked in the U.S. House of Representatives for nearly 7 years, covering health and trade for a member of the House Ways and Means Committee, which has jurisdiction over Medicare. She has gotten several pieces of legislation signed into law that span a variety of issues including paid leave, disease research and management, and Medicare reimbursement. 

Chris Murphy, the junior United States Senator for Connecticut, has dedicated his career to public service as an advocate for Connecticut families. Senator Murphy has been a strong voice in the Senate fighting for job creation, affordable health care, education, sensible gun laws, and a forward-looking foreign policy. As a member of the Health, Education, Labor, and Pensions Committee (HELP) Senator Murphy led a bipartisan effort to reform our mental health system, working across the aisle to craft the first comprehensive mental health bill in the Senate in decades. Prior to his election to the U.S. Senate, Murphy served Connecticut's Fifth Congressional District for three terms in the U.S. House of Representatives.
