Alexandra Warren is a Staff Attorney at Legal Action Center and leads the Community Health Access to Addiction and Mental Healthcare Project (CHAMP). CHAMP is a health insurance ombudsman program that encompasses four “specialist organizations,” including LAC, and nine community-based organizations across New York. Warren provides technical assistance and trainings to the CHAMP network on complex legal issues, written analyses of Parity Act court decisions, briefs on state and federal policy developments, and educational resources. She also drafts complaints and appeals for individuals denied insurance coverage for substance use disorder or mental health care and conducts extensive outreach to ensure widespread knowledge about CHAMP. Warren also participates in LAC’s other legal work on behalf of people with substance use disorder.

The Legal Action Center is a national non-profit organization that uses legal and policy strategies to fight discrimination, build health equity, and restore opportunity for people with arrest and conviction records, substance use disorders, and HIV or AIDS. Specifically, LAC works to expand equitable access to treatment and harm reduction services, fight discrimination against people with substance use disorder (e.g. in the workplace, housing, criminal legal system, family regulation system, and health care system), protect the confidentiality of substance use disorder treatment records, and seek to reduce the use of the criminal legal system to address substance use disorder and other chronic health issues. LAC achieves this through a combination of policy work (at the local, state and federal levels), coalition building, direct legal services, impact litigation, and education.
